This was not a priority of the PORKS of Ex-Cong. Chatto and Cong. Relampagos. The city or Province shall make it Priority of the 2014 Budget to include standbye Generator Sets for the Water Pumps so even during Power interruptions, the water remains flowing.
It would be interesting to know who was so idiotic stupid to let Dampas and the powerbarge rotten, even Bohol hangs solely at Leyte and has no other emergency reserve for power and therefore water, too.
Those responsible should be punished and made liable for the repair costs. Even it looks that the barge which could supply whole Bohol, will still not be repaired.
Maybe Noynoy shpuld be asked to visit Bohol on a powerbarge instead a copter.
