Extreme Measures is needed to capture extreme Men like these serial killers. Kung maka patay na ug dako dako nga government official ning mga tawhana, akong guess nga ang ilang pagka daring wala nay kahinay. ** I want to strongly suggest to increase and stiffen the bail to the hundreds of thousands even to millions for wost/repeat offenders NOT 5 thousand, also increase the CCTV cameras in intersections, major bridges, highways, ports and markets, etc. Also un-announced mobile check point locations at strategic choke points that has the right to search and seize at any time. **Also investing and better equipping the Police Force with new tactical weaponry, ballistics protection and Intel (Lie Detector Test Machines, online connected laptops in police cars). There is a kit used daily in Afghanistan by US & NATO forces to suspected shooters. It is called GSR ( Gun Shot Residue) Testing Kit. After a Gun is fired small particles produced by the gunpowder explosion are emitted and fly onto skin and clothing of the shooter. These elements cannot be washed right away by regular washing and can be detected by this KIT carried by the future Boholano Police Enforcement Units. What is the point of “day and night check points” if they captured the described individual not carrying a weapon and cannot prove that He discharged a gun??? The GSR kit could revolutionize the manhunt and prevent the hundreds of unsolved cold blooded murders in our City and the Bohol Island. I hope some one from the government is reading this post.
